Glenn Cross, PhD,
Director of Analytical Services

Dr. Glenn Cross had a 30+ year career as an Intelligence Analyst and analytic manager, holding positions of increasing responsibility and scope related to WMD and Counterterrorism issues at the Federal Bureau of Investigation, the ODNI’s National Intelligence Council (NIC), and the Central Intelligence Agency. Dr. Cross has led or been involved in the intelligence analysis of key issues including chemical and biological weapons proliferation, terrorist acquisition and possible use of WMD, nuclear smuggling and both international and domestic terrorism-related projects. He has produced current and strategic, all-source intelligence analysis, supported CIA and FBI operations related to WMD, and provided support to senior-level policymakers.

Dr. Cross’s research includes the application of sophisticated analytical techniques; currently being used to detect the deliberate use of pathogens or toxins and distinguish those events from accidental releases or natural disease outbreaks. Additionally, he is examining challenges facing international scientific cooperation in the life sciences, including the potential misuse of generative artificial intelligence. This research works in concert with identifying foreign disinformation or influence campaigns aimed at US biodefense activities in the US or abroad.

Dr. Cross maintains a PhD in Biodefense from George Mason University, a Master of Arts in International Trade from George Mason University, a Master of Arts in War Studies from Kings College at the University of London, and a Bachelor of Arts in History and Political Science from Columbia University in New York. Dr. Cross currently is the Principal of Crossbow Analytics LLC, a small business that provides timely, expert assessments of potential WMD threats from state and non-state actors. He was a member of the FBI’s Weapons of Mass Destruction Directorate Advisory Board and currently maintains membership with the Association of Former Intelligence Officers and the FBI Association of Intelligence Analysts.
