Scott Rueber,
Director of Protective Services

Scott Rueber retired from the United States Secret Service (USSS) as the Assistant to The Special Agent In Charge (ATSAIC), or the third in command, of the Phoenix Field Office.  During his last year of service, Mr. Rueber served as Acting Assistant Special Agent In Charge (ASAIC), or second in command.  While in those positions, Mr. Rueber oversaw all investigative and protective operations in the Phoenix District.  Additionally, Mr. Rueber acted as Field Office Supervisor for the visits of USSS Protectees to the Phoenix District (including Arizona and New Mexico).

Mr. Rueber’s duties as supervisor of investigative operations included direct oversight over major investigations for the Phoenix Field Office.  Mr. Rueber was responsible for reviewing investigative strategies, approving investigative reports, and the oversight of fieldwork.  In addition to oversight of investigative operations, Mr. Rueber oversaw protective operations (manpower) for the Phoenix district.  Mr. Rueber managed all district personnel in support of foreign and domestic protective missions.

Mr. Rueber’s protective experience includes assignments to the Former President William J. Clinton Division (WCD) and the Presidential Protection Division (PPD).  While assigned to WCD, Mr. Rueber worked physical protection of Former President Clinton domestically and abroad.  As assigned, Mr. Rueber acted as a backup supervisor responsible for the protection of Former President Clinton.  In addition, Mr. Rueber’s responsibilities included conducting foreign protective advances, where he was responsible for developing protective plans in collaboration with USSS assets and foreign police, fire, and military partners.

While assigned to PPD, Mr. Rueber worked physical protection of President George W. Bush and his daughter Barbara Bush.  Mr. Rueber’s responsibilities included conducting foreign and domestic protective advances, where he was responsible for developing protective plans in collaboration with USSS assets, domestic, and foreign police, fire, and military partners.

Mr. Rueber’s field experience includes assignments to the Portland, Oregon Resident Office and the Washington Field office.  While assigned to the Portland, Oregon Resident Office, Mr. Rueber managed financial crimes and protective intelligence investigations.  During his assignment to the Washington Field Office, Mr. Rueber was a vital member of the Operations Squad, managing Capitol region manpower in support of protection missions including a Presidential Inauguration, a Papal visit, a state funeral, visits of countless foreign heads of state, and various major events.

In addition to protective and field assignments, Mr. Rueber had the honor of serving as a Control Tactics Instructor at the USSS James J. Rowley Training Center in Maryland.  For four years, Mr. Rueber was a class coordinator, led classes, assisted in the development of curriculum, and acted as the squad Backup (second in command).

Prior to his career with the USSS, Mr. Rueber proudly served in the United States Navy.  Following his enlistment, Mr. Rueber attended Portland State University, where he was an honors graduate with a Bachelor of Arts in Administration of Criminal Justice.

Mr. Rueber’s work experience has taken him to 26 countries and 49 states.

Mr. Rueber is a member of the United States Secret Service Association (USSSA).
